Does COPPA apply to every service used by a child?
No. Coverage depends on whether a service is directed to children under 13, whether it collects personal information, or whether a general-audience operator has actual knowledge of collection from a child under 13.
Does COPPA apply to teenagers?
COPPA’s child definition is under 13. Other federal and state laws or platform policies may protect older minors.
Are cookies and device identifiers personal information?
Persistent identifiers can be personal information under COPPA. Limited exceptions may apply when they are collected only to support internal operations and other conditions are satisfied.
Can a parent demand deletion?
Yes. Parents have the right to request deletion of personal information collected online from their child and to refuse further use or collection, subject to the Rule’s provisions.
